The Hellenic Gaming Commission (HGC) is responsible for granting the certifications, licences and suitability approvals required, as applicable, for:
- Professionals involved in the organization and operation of gambling activities and electronic technical-amusement games;
- Technical means, systems, equipment and materials used in the conduct of games;
- Venues and establishments where such activities take place.
- Recognition of Independent Specialized Laboratories (Test Labs)
The certification of the above persons, technical means and venues is required to ensure:
- The integrity, suitability and reliability of individuals involved in the organization and operation of gambling activities;
- Compliance of gaming systems, software and equipment with the applicable legal, regulatory and technical requirements;
- The prevention of the conversion of electronic technical-amusement games into games of chance.
The granting of a certification, operating licence or suitability approval, as applicable, entails the registration of the relevant persons, technical means, materials or establishments in the registers maintained by the HGC. Such registration constitutes official notification and evidence of their compliance with the applicable regulatory requirements.
Game Certification

Gaming Machine Certification
Gaming Machine Certification concerns the technical assessment, testing, and certification of each gaming machine used for the conduct of gambling activities. The certification process verifies that gaming machines comply with the applicable legal, regulatory, technical, and operational requirements established by the Hellenic Gaming Commission (HGC). Certification includes the evaluation of a gaming machine's security, reliability, integrity, and proper functionality, as well as its compliance with the approved technical specifications and game parameters. It also ensures that gaming machines can be effectively monitored and supervised through the HGC's information systems and regulatory control mechanisms.
Establishment / Venue Certification
Store certification concerns the physical spaces where gaming is carried out. The suitability of the facilities, compliance with access conditions, safety, privacy of the space and compliance with urban planning, health and regulatory requirements are checked.
